In the novel Night by Elie Wiesel, why does the Hungarian police give orders to the Jewish police in the ghettos? How do the Nazis benefit from this "chain of command"?

The Nazis want to divide and conquer. They want to break old ties between Hungarians and Jews by giving Hungarians preferential treatment if the turn against old Jewish friends and neighbors. The Hungarian police are seen to be henchmen for the Nazis and Elie hates them with a passion.
