According to Barbara, why don’t employees behave in an economically rational fashion and leave lower-paying jobs to take higher-paying jobs?

These workers are simply trapped. They need training and education to find better jobs but that takes both money and time. Most of these workers have children to support. They do not have the luxury to improve their education. They need food and shelter immediately so they cannot leave the low-wage jobs they have.
