Could you be more specific about who "they" are? I can guess but I'd rather not.

Does it appear that "who" hates one or the other more? As far as the text goes, Wright was a member of the communist party when he wrote this novel, and it is widely argued that Max's speech in the courtroom was in fact communist propaganda. Although he doesn't come right out in his support of communism, Wright definitely uses his skills to evoke a positive tone for the movement. Without knowing who "they" is, I can't really give you a definitive answer as to which group is "hated" more. I don't even know if that comes into play. Do you have a specific character in mind?
