Claudio's is worse than Joseph. I think Joseph merely responds with confusion about what to do. Then he has the whole dream which sorts things out. Claudio just condemns Hero on some pretty flimsy evidence. He seems more afraid of becoming the dreaded cuckold than losing the love of his life.
