Act I, Scene I: What does this suggest about Don Pedro as a ruler and man?

Don Pedro seems to be a gentleman who likes bringing couples together. He woos Hero for Claudio and later plots to bring Benedick and Beatrice together. He seems to be warm and always in the mood for a party. His demeanour does change once Hero is accused of infidelity.
