Why does the sheriff tell RC "to get on the late bus to Jackson"

RC had beaten up his father and personally reported it to the sheriff. Sheriff Smith, well aware of RC's father's history, told RC to get on the late bus out of town and never come back. He also promised to look out for both his father and sister.
