What is the purpose of having Oberon and Titania argue over the changeling child?

The purpose of introducing the changeling (Indian child) is to create conflict between Titania and Oberon. Oberon's intention was to have the boy be his own personal henchman or a sort of slave, but this was not to be as Titania immediately laid claim on the child as her own. The other reason the child creates conflict is the fact that he claims all of Titania's attention. Thus, Oberon's conflict with Titania does nothing but build while she spoils the child with the love and affection she seems to be withholding from her man.
