There would seem to be little chance for growth in a character whose appearance in the play is limited to the beginning and the end. His goal is to rule his country, marry Hippolyta, and oversee the lives of his subjects as appropriate. This life of the ruler is mostly static; thus we would not see him as a dynamic (changing) character in the play.
