Why did Antonio refuse to lend money to Bassanio?

Antonio refused Bassanio's request because he had no money to lend him. All of Antonio's money was tied up in the cargo being transported in his ships.

Because all his money was tied up in the ships which were stuck up in the sea , so he could not lend money to bassanio and asked him to borrow some money from a moneylender at his name .
