Antonio declares that the Duke cannot deny the law or interpret it in a way that it isn't meant to be interpreted because doing so would jeopardize each and every foreign merchant that does business in Venice. The city's economy is based on foreign trade and to redefine the meaning of the law would put Venice's economy in jeopardy.
