I believe that either Solario or Solanio says this (ooh, maybe Gratiano--??). He his referring to Lorenzo, who is stealing Jessica from her father.

These lines were said by Solarino. As Jessica who was Shylock's daughter ran away with Shylock's jwels and ducats she ran away with disguised as a man, so solarino is saying that he even knows the tailor that made her the man's clothes (He is trying to tell he knows every detail of the plan made by Jessica to run away by telling him he even know the tailor that stitched her the clothes).
