How does the theme mercy apply to Act 4 Scene 1

In Act IV, Scene One, the Duke offers Shylock the opportunity to show mercy as opposed to justice. He asks Shylock how he can expect something (mercy) from anyone else if he is unwilling to demonstrate it himself.
