Vladik walks by a crowd of Jews being taken away whether they had papers or not. Vladek keeps moving, it is the only thing he can think to do. The next frame is of the picture you mention. Vladek is caught in a nightmare simply because of his identity. He is a Jew and he is unable to help his fellow Jews. The frame shows the futility of his predicament.
