How does the setting change in Chapter 17?

The setting changes to the cold grey city. This unnamed girl passes by throngs of people after their evening entertainment has ended. In their hurry to get out of the rain, they quickly walk past her and barely notice her presence. A few men notice her as she continues her walk to the end of the street at the river.
