All they wanted was to mess with Macbeth's mind and watch what happens to him. They knew he was weak of mind and susceptible to their dark suggestions.

The main objective of the witches (outside of lending an air of the supernatural) is to create disorder. This disorder includes the bleakness of the landscape and the presence of stormy weather.
