Is Macbeth a play about Political legitimacy or Personal Morality?

I believe the play is more about personal morality.  History has seen many political leaders who came to power illigitimately; some were good leaders, some not.  The crux of Shakespeare's play is Macbeth and his ambition.

Lady Macbeth is intertwined in there too, as she is the one who pushes mercilessly for the crown because she wants to be queen.

And then there are the witches.  They equivocate with Macbeth and lead him to believe things that are not true.  The fact that he consults the witches in the first place is evidence of his own lack of morals, though.
