The government forbid Rutherford access to Tibet.

"My dear fellow, I never got into Tibet at all. The people up at Government House wouldn't hear of it; it's as much as they'll do to sanction an Everest expedition, and when I said I thought of wandering about the Kuen-Luns on my own, they looked at me rather as if I'd suggested writing a life of Gandhi. As a matter of fact, they knew more than I did. Strolling about Tibet isn't a one-man job; it needs an expedition properly fitted out and run by someone who knows at least a word or two of the language.
