Why do the boys need to select a leader?

All the boys are familiar with is the hierarchy of leadership. These are military school boys, as well as children, so finding a leader is a natural inclination. The boys want to be told what to do, they want to obey someone. Also the democracy of selecting a leader is a toy or game to them.
