What philosophical argument is the authors implicitly making about society, as he relates Ralph's experience and frustration ?

This is largely a thematic question. Ralph simply cannot get through to his audience. These boys respond to fear, punishment, and reward rather than a democratic sharing of responsibility. Jack's manipulation and intimidation is far more effective than Ralph's pleas for common sense and community.
