It represents civilization and democracy.

Just to add, shelter is a basic human need. Shelter for all people is part of what any progressive society needs. The lack of concern (except for Ralph and Simon) for the shelters represents the essential problem with the boys. The boys are not interested in the welfare of each other or even themselves. The dilapidated shelters represent this.
