Ralph tried to rationalise fear but found that he could not. Fear is not logical. The moment they voted about ghosts met the world of the rational was slipping away. Jack knew that it was in his best interest that the boys feared something because he would offer them protection. I think Ralph should have just told the boys what to think. The boys want to be told what to believe and how to act.
