In chpater 9, Jack asserts that,

"conch doesn't count on this end of the island"

By this point in the book, Jack has seized much of the power. Jack never liked the conch because it represented Ralph and democracy. By chapter nine, most of the boys have left Ralph's side and consequently, the conch holds little meaning anymore
