Evacuate means to leave which is not what the boys do in this first part of the book. They have crashed on the island and have no adults with them. They have to organize themselves and find out exactly what is on the island that they can use to survive. We begin, even at this early stage, to see how Ralph and Piggy will work to be orderly and more adult like. They are simply getting their bearings, and as much as they would like to leave, they have to work on a plan.
