I think there is a lot of irony to Piggy's comments. I don't know how far you have read but the boys are acting anything but civilized. The boys are supposed to be the panicle of civilization: British military school boys. Instead of being ordered and civilized most of the boys are immature and chaotic. They are attracted to violence and "fun" which is essentially savagery.
