How was Ralph’s attitude changed? (Consider the entire chapter). Why is he considering giving up the leadership at the end?

Basically Ralph is sabotaged by evil Jack at every corner. Ralph can't hold a simple meeting without boys breaking into hysterics and falling off logs. Ralph attempts to re-state the rules. Things are solemn until he gets to the bathroom part and the boys laugh hysterically; Ralph has lost control again. Even Simon tries to help with the whole beast thing but the boys shout him down. There is no doubt that Ralph considers quitting.
