Piggy is the first to see the conch lying on the shore, and it is his idea to use it as a tool to signal the other boys on the island. During meetings, Piggy holds onto the conch and allows the boys to take it when it's their turn to speak. Thus, it becomes a symbol of civilized behavior and order.
