How did Jack and his followers respond to rain and why was Ralph concerned?

Jack's tribe responded to the rain by pretending it didn't bother them.... instead, he leads everyone in a ritual dance which makes them forget their fears. Ralph is worried because they have no shelters..... no protection from the storm.
