This is a great quote. It has to do with Roger the ultimate bully. Roger is slowly realizing that he will not get in trouble for hitting littluns with rocks. That fine line between imposing his will on weaker kids and getting in trouble is vanishing. This is Roger's first step in to the care free world of being a socio-path.
