In my opinion, Golding is making the statement that fulfilling basic needs is integral to support of leadership. Ralph is concerned with rescue above all else, but the rest of the boys are concerned with what they're going to eat.... immediate needs, and these are the needs Jack is most able to fill. He happily hunts... kills, and provides.
