Here we have what equates to responsible leadership (Ralph) against autocratic dictatorship (Jack). THe boys are not interested in building a responsible democracy. They would much rather be told what to do and live in fear. THis gets them off the hook, so to speak, from any meaningful responsibility. They put their trust in someone who they perceive as "strong" rather than someone who has their best interests at heart. The boys wish to satisfy their primal instincts under the threat of Jack rather than help each other or be saved which is what Ralph offered them.
