What is the implication of the phrase "white woman's burden"?

Jimmy is addressing Alison. In context, the “white man’s burden” was a phrase used to justify British imperialism, as well as the exploitation of non-white people. In this instance, however, Jimmy is using the phrase for his own purposes... insulting Alsion on the basis of her perceived privilege, all while suggesting that she has a destructive power in the same way the British empire did in the past.
