Historical figures are men/women deemed interesting/worthy enough to be written about... and these are the types of stories that have been written throughout history. Regardless of whether or not a figure acts heroically or atrociously, their legends have lived on because they've caught the imagination and kept the interest of those who listen or read (or who have passed the stories down). Although it is true that heroes are by far the most popular historical characters, listing the shortcomings of those viewed as evil continues to be enjoyed. Loewen believes that shortcomings need to be clearly defined.
