Because he is an ex-convict, he is treated with disdain and the people of the town ignore him and refuse to serve him.  Even though his crime was simply stealing a load of bread to feed his impoverished family, he is treated badly by the innkeepers, the owners of a dog kennel, everyone until he meets the mayor who treats him with respect.
