The Interahamwe were a Hutu paramilitary organization. They were essentially a militia backed by the Hutu-led government in the time leading up to and during the Rwandan Genocide. They were formed largely of young men from the National Republican Movement for Democracy and Development Party. They were responsible for unspeakable crimes. The RPF was actually founded in Uganda. They wanted to repatriate largely Tutsi exiles in Uganda and start a new Rwandan government. Naturally both forces clashed. Both groups were responsible for atrocities during the genocide.
