What is the meaning of 'two bits minus two' in the poem Out of Work?

I am unable to find a copy of this text. "Two bits" would be a quarter. Minus two would mean there's nothing left. Thus, I infer the speaker is addressing a lack of money.... or possibly doesn't have enough. Without the text, I cannot say for sure.
