When and where does this story take place? Could this story have taken place in a different time and place?

This story takes place in the future. We have a city environment, and we are in the year of 2081. Could this story take place in another time? I believe we've already seen governments which have leaned toward these beliefs, and as for the future...... that you need to think about.
