Where are the songs of Spring? Ay, where are they? Think not of them, thou hast thy music too. (To Autumn)

"Where are the songs of Spring is a rhetorical question. The speaker is taunting the season (Spring), and its brief appearance each year. The Autumn, on the other hand, is getting a pat on the back for its own special traits and being reassured that is has its own special music.
