What does this letter by Cassius to Brutus mean?

Cassius is urging (demanding) that Brutus wake up and end his complacency in regard to Caesar's actions. He wants to move against Caesar, and has in turn, turned Brutus against Caesar. The Ides of March have arrived, their plan must come to fruition, and Brutus is needed to assist in that plan.
