Why does Johnny dress in Pumpkins British army uniform?

Johnny wears Pumpkins uniform to make his way to the wharf in North Boston. The Wharf is guarded and civilians are not allowed near the boats. Johnny worries that his uniform looks too clean. Here Johnny can spy on the comings and goings of supply and troop ships.
