How did Rab and Johnny plan to use Dove? Why was he so easy to use?

The plan to use Dove for information as he serves Colonel Smith.Dove tries to befriend Johnny since the stable boys all bully him. Johnny dislikes Dove, but Rab says Johnny must tolerate Dove because he could provide valuable information about Colonel Smith. Dove is pretty simple minded and easy to manipulate.
