In the context of the play, the Bible verse is relevant. "He who troubles his own house will inherit the wind." In other words, someone who causes trouble with his family or those he is close to will be subject to the wind.

The play's title comes from Proverbs 11:29, King James Bible:

"He that troubleth his own house shall inherit the wind: and the fool shall be servant to the wise of heart."

This speaks to the theme of a community fighting with each other inherits only problems.
