why do maria Teresa and minerva not accept a pardon

in chapter 11

They refused their pardons on principle. The Pardons came with strings attached that they refused to accept. They also felt they had done nothing wrong in the first place. In the end, Minerva convinced her sister that by staying they'd be making a statement.

"Accepting a pardon meant we thought we had something to be pardoned for..."
