Are Perry and Dick evenly guilty?

I suppose it's up to interpretation over the sharing of guilt. Initially Smith blamed Hickcock for the murders but recanted later taking the blame for each of the four murders. Capote is careful to put much of the blame on society as a whole failing these men and hence the Cutter family.
