Why did Esperanza say that she only saw Louie's cousin once but it was an important one?

Louie's cousin who is a car theft is an important symbol in the story. It may be wrong, but I'm guessing it was to detaily show how dangerous it was on the Mango Street. After all, it isn't a luxury hotel. It's proving the harsh truth of it being a poor and an unsafe place to live in.
