Why doesn't Roy defend himself when Dana matherson bullies him on the first day

In Chapter One, Roy is far to busy watching the boy running beside the bus to react to Dana's bullying, which is hard to believe because Dana's actions were intended to hurt him. Roy was new to the bus, and Dana was a well known bully.... Roy didn't think he was worth it.
