What does the following quote mean?

'expanding school choice opportunities, it is said, would allow all students including disadvantaged ones and the ones attending low performing schools to opt for higher quality schools, as the introduction of choice in education can foster efficiency, spur innovation and raise quality overall.'

The quote basically contends that giving all children the choice of what school to attend will translate to better student success.

Unfortunately, disadvantaged kids do not always have the money to switch schools and are not always welcome in certain socio-economic communities.
