The park was a designated evacuation area. The Kyo River was nearby.

A nervous neighbor, Mrs. Hataya, called to Mrs. Nakamura to run away with her to the woods in Asano Park—an estate, by the Kyo River not far off, belonging to the wealthy Asano family, who once owned the Toyo Kisen Kaisha steamship line. The park had been designated as an evacuation area for their neighborhood.
