The speaker thinks rain is transformative. The rain is considered beautiful because it replaces the heat and accompanying dryness of a hot climate. The poet describes the rain as "welcome", meaning it's been awhile... the land is too dry. Rain also changes the mood... soothing a fever, providing energy for boys at play.
