Restraint appears to be an admirable quality in Marlow’s mind; yet he tells us the manager, whom he despises, also has restraint. In what regard?

Referring to the Manager on board his steamer, Marlow notes, “He was just the kind of man who would wish to preserve appearances. That was his restraint.” The manager wishes to keep up appearances of strength and control even as the forces of the jungle seem to take hold of them.The Manager would like nothing better then to hang the Russian but he needs to show restraint.
