Why couldnt Dumbeldore (discreetly) do more to prevent the inhumane treatment Harry was forced to live in, his entire childhood?

Having the Squibb (cat/lady) neighbor keeping an eye on him was helpful, but it seems he (Dumbledore) could've prevented/aided Harry having to live such a horrible childhood.

Like most stories dealing with destiny and time, interfering with the natural order of things would have changed Harry and his destiny. The reason Harry became the person he did was because of the natural progression of his growing up. Altering this progression, no matter how minor, might have changed everything.
